Council’s 2024-25 Rate Increases Explained

Mayor Duff wishes to clarify that the Kingaroy median residential rate that was used as an example, are set to change approx. $140 per year not $370 as currently reported in various media stories.

Council recognises that there are many factors when determining the rate increases, one including property valuation. To try and minimise this impact Council has elected to utilise a smoothing tool which averages the properties valuation over three years and incrementally increase in stages. The valuation for the new financial year is used when determining the rates in the dollar and minimum category amounts to ensure an accurate representation of increases for all categories.

To determine the general rate charge amounts, the valuation and rate in the dollar are taken into consideration. As a result, due to changes to the rate in the dollar and as many have decreased (e.g., Kingaroy residential decreased from $2.38520 to $2.35020) adding a two percent (2%) increase to the property’s previous rates notice would not give an accurate representation and may show an inflated point of view of what the new financial year’s rate notice may look like. The rate in the dollar is determined for use over the twelve month period, so it is halved when calculating each six (6) monthly rate notice.

The figures below are based on the median general rates i.e., what most people will pay, rather than utilising the average which may be distorted by larger outliers. These figures are indicative of what most properties will be charged in that specific category. For example, the increase in residential is using the assumption that each property has one (1) domestic and one (1) recycling bin, while there would be a minimal number of properties who may differ from this. These figures do not include water consumption as this will dramatically differ between households and six (6) monthly periods.

Individual properties will see differing levels of impact from the rate rise due to the individual property valuations. The following is another example of a medium change this coming financial year.
